1. Needs assessment and problem framing
Open with evidence that the problem exists, not just a claim that it does. Benchmark assessment results, attendance patterns, work samples, or documented observation notes all work; in a scenario-based project, realistic representative data serves the same purpose. Frame the problem in terms of student learning, not teacher inconvenience: "students are not retaining multiplication fluency" is a problem of practice, "the pacing guide is too fast" is a complaint. 2. Literature and theory base
Synthesize your sources around themes, such as what causes the problem, what interventions have evidence behind them, and what implementation conditions matter, rather than summarizing one source per paragraph. Then name the learning theory or framework your intervention rests on and apply it specifically. If you invoke constructivism, show which activities have learners building on prior knowledge and how. 3. Intervention design
Describe the instructional change concretely enough that another teacher could implement it from your description: what changes, for whom, how often, using what materials, and in place of what current practice. Include the differentiation story, meaning how the intervention adapts for learners above and below the target band, for English learners, and for students with IEPs or 504 plans where relevant. Backward design is a reliable organizing move here: state the desired learning outcomes first, define the evidence that would show they were met, and only then present the activities.
4. Implementation and evaluation plan
Lay out a realistic timeline, the resources and permissions required, and how you will collect data without disrupting instruction. Pair formative measures, such as exit tickets, running records, or weekly probes, with a summative measure tied to your stated outcome. Licensure and non-licensure tracks: a necessary caution
If your program is connected to licensure, endorsement, or certification, the capstone often carries extra requirements: documented field experience hours, alignment to specific state or national educator standards, and artifacts formatted for a licensure portfolio. These requirements are defined by state licensing boards, not by Capella alone, and they vary significantly state to state; a project design acceptable in one state's framework may not satisfy another's. Confirm your own state's requirements with your advisor and your state licensing board before finalizing your capstone plan, and treat anything you read in a general guide, including this one, as orientation rather than authority.
